The majority of students don't necessarily care, because they just want to get their degree, graduate, and find a job.
BUT
70% of those eligible didn't vote in the last municipal elections either, and that doesn't mean our local government is meaningless. It's the same with Feds, just on a much smaller scale.
Feds has powers, given to it by the government. It has the right to levy fees, and collect those fees from anybody who wants to study on this campus as an undergrad. It has the right to be the sole voice recognized by the University and the government as the "official" representative voice of students. Clubs and services only run on this campus because Feds uses our fees to provide them with funding and insurance. Anybody who studies on campus for more than 2 terms pays over $100 to Feds.
Council sets the priorities and direction for a lot of that stuff. When Council gets it wrong, the result can be a colossal waste of student money, and even damage to the relationship between the people running the university and the representatives of the student body. A good Council can pass policies that are used to advocate for improvements to the quality of our education, greater fairness in how students are treated on campus, more student space, and more besides, while also reducing the effective cost of the services Feds provides.
So you don't have to vote or care, but it definitely does matter.

I care so much about these fees that I will come to Feds and ask to have them refunded. But will you honor my request? Probably not.
