A car wash (or some sort of business) on Dundas near Kipling station in Toronto has flashing red lights beside the road. The same type emergency vehicles use. Can't be legal.
@4 Not illegal as long as they are not on a vehicle on the road believe it or not.
@3 Safety issue for drivers, I was going westbound and it was bright enough to temporarily hurt my night vision and that's when a pedestrian crossing the road up ahead can so easily get hit.
