What is wrong with people? It's common decency to wear clothes that properly cover and support you in public. It would be distracting (and disgusting) for me as well, and I'm a straight girl.
It is perfectly legal for women to go topless, (unless the institution decides to let no one (even men) go topless) So she doesn't have to do anything to cover up more than what she is comfortable with.
