I agree with 1.
It's bad timing to sit down next to them, smile warmly, tell them you really like them and want to go on a date with that person when they may not be alone.
Especially when, say, they are in the middle of coitus.

I sort of agree with this. Adds some closure to the issue. However, I think liking people and not doing anything about it is a massive waste of time anyways, so telling them openly saves a lot of time.
